The Health Information Management Study Program of Politeknik Negeri Jember (Polije) carried out a community service program titled “Empowerment of Teaching Factory Health Innovation (V-KES) through Electronic Medical Record (EMR) Training for Independent Healthcare Practitioners in Jember Regency.” The program directly addressed the fact that only 30% of healthcare facilities in Jember use EMR, while most still depend on manual records due to weak infrastructure, low digital literacy, and lack of guidance.
A cross-disciplinary lecturer team Dony Setiawan Hendyca P, Mochammad Choirur R, Sabran, Tegar Wahyu Yudha Pratama, Ihwan Huda Al Mujib, and Muhammad Ifantara Putra led the program and actively involved independent healthcare practitioners as participants. The team designed the training through Teaching Factory V-KES, where participants learned to operate EMR systems, align with Ministry of Health regulations, and integrate records with the SATUSEHAT platform.
The training delivered theory, case simulations, and hands-on practice. Dony Setiawan Hendyca P emphasized the urgency of adopting EMR.
“Healthcare must go digital now. Through this training, we prepare independent healthcare practitioners in Jember to adopt EMR so that health services become more accurate, efficient, and compliant with national standards,” he said.
The program produced tangible outcomes. The team improved practitioner competencies, created academic publications, released media articles, and documented the activity in videos submitted for copyright registration. They also strengthened V-KES as a hub for digital health innovation and expanded collaboration among Polije, healthcare facilities, and local government.
By implementing this program, Polije positioned Jember as a regional model of digital health transformation. The university equipped healthcare practitioners with the skills and confidence to use EMR, enhanced service quality, and supported Indonesia’s agenda for nationwide health digitalization.
